O SINDIPROESP é um sindicato de advogados públicos. Os advogados públicos são os defensores judiciais e consultores jurídicos do Estado brasileiro, ou seja, da União, Estados, Distrito Federal, Municípios, Autarquias, inclusive as Universidades Públicas, e Fundações de todo país.
Para ser advogado público, a Constituição exige aprovação em concurso público de provas e títulos, o que demonstra o caráter institucional da competência atribuída a esses profissionais.
O SINDIPROESP é o sindicato que representa os Procuradores do Estado, das Autarquias, das Fundações e das Universidades Públicas do Estado de São Paulo. É, indubitavelmente, um dos sindicatos de servidores públicos mais antigos do Brasil, pois fundado em 10 de abril de 1989, apenas 6 (seis) meses depois que a Constituição cidadã de 1988 autorizou a organização dos servidores públicos em sindicatos.
Sua missão fundamental é a valorização da Advocacia Pública, na perspectiva inafastável da defesa do Estado Democrático de Direito.
Representando uma categoria que alberga em torno de 2000 (dois mil) profissionais, o SINDIPROESP, desde sua fundação, protagonizou lutas memoráveis em defesa da dignidade e do engrandecimento da Advocacia Pública paulista e brasileira, garantindo, dentre outras conquistas relevantes, a escolha necessária do(a) chefe da PGE de São Paulo dentre os integrantes da carreira de Procurador do Estado.
Mas ainda temos muito que avançar. Passados quase 30 anos da promulgação da Constituição cidadã, a Advocacia Pública no estado mais rico da federação padece de uma política para a consolidação no âmbito das fundações, ressente-se, de forma generalizada, de falta de infraestrutura, de equipamentos e pessoal de apoio e de condições de trabalho dignas ao desempenho de suas atribuições constitucionais e sofre com a precariedade do planejamento estratégico institucional.
De nossa parte, não temos dúvida de que o fortalecimento da Advocacia Pública resulta diminuição da corrupção em nosso País, inclusive sob a vertente da sonegação.
De nossa parte, também, acreditamos na Advocacia Pública como instrumento de garantia da atuação estatal conformada aos limites constitucionais de respeito aos direitos fundamentais e, ao mesmo tempo, orientadora dos gestores no adequado cumprimento dos deveres atribuídos pela legislação ao Estado brasileiro.
Para isso e por isso, nossa luta é diária. Para isso e por isso, não prescindimos da participação de todos os colegas interessados e da colaboração de todos os setores da sociedade comprometidos com a construção coletiva e democrática das instituições brasileiras, aí incluída a inequivocamente fundamental Advocacia Pública.
